It's the Goddess Columbia at the top of the soldiers and sailors monument in Monument square.  The Goddess Columbia is the female personification of the United States.  Before Uncle Sam and Lady Liberty there was the Goddess Columbia.  Strong and beautiful she trumpets her call with one foot on a cannonball and a sword in hand.  The original Troy goddess in a town filled with Troy Goddess'. This is a big candle.
